Judge Nugent was appointed to the Circuit Court for Baltimore City in December 2016.  Prior to his appointment, he served as Principal Counsel to the Health Occupations Prosecution and Litigation Division in the Office of the Attorney General.  From 2000 to 2010, he served as staff attorney, assistant attorney general, senior counsel for litigation, and deputy counsel to the Maryland State Department of Health and Mental Hygiene.  He has handled disciplinary cases against health care professionals before all of Maryland's health occupations licensing boards as well as a broad range of civil litigation in State and federal court.  He also has served as a member of the National Attorneys General Training and Research Institute ("NAGTRI") Faculty for trial litigation and deposition skills.  Prior to joining the Office of the Attorney General, he served as an assistant public defender in Baltimore City.

Mr. Nugent received a B.A. from Penn State University and a J.D. from the Dickinson School of Law.  He is admitted to practice in Maryland and before the U.S. District for the District of Maryland and the U.S. Court of Appeals for the Fourth Circuit.
