Swati Rawani is an attorney with over 15 years of legal experience spanning federal health agencies, public health nonprofits, and private practice, including roles at the FDA, HHS, Campaign for Tobacco-Free Kids, and Morgan Lewis.

She has a strong track record of advancing public health through litigation, strategic legal analysis, and policy development. At HHS’s Office of the General Counsel and FDA’s Center for Drug Evaluation and Research, she advised on statutory and regulatory authority under the Public Health Service Act, Food, Drug, and Cosmetic Act; developed guidance documents; and collaborated with various government agency officials to interpret complex legal issues and provide practical solutions.

As a public health attorney at the Campaign for Tobacco-Free Kids, she worked extensively to advocate for FDA regulation of tobacco products and supported state and local governments to advance regulatory frameworks that protect population health and reduce the burden of tobacco-related harm. She spent the first nine years of her legal career advising clients as an antitrust lawyer in complex litigation and merger matters at the law firm Morgan Lewis. She is a graduate of the American University, Washington College of Law; Harvard T.H. Chan School of Public Health; and Johns Hopkins University.
