Haley Licha is an Assistant Public Defender in the Appellate Division of the Maryland Office of the Public Defender where she represents clients in criminal, juvenile, and parental defense matters in Maryland appellate courts. She also works closely with student volunteers as a coordinator of the Appellate Division’s law clerk program.

After graduating from the University of New Mexico School of Law in 2014, Haley clerked for the Honorable Barbara J. Vigil on the New Mexico Supreme Court and the Honorable Judith C. Herrera on the Federal District Court for the District of New Mexico. In 2017, she relocated from Albuquerque to Baltimore and joined the Maryland Office of the Public Defender's Baltimore County office, handling a busy docket of criminal and traffic cases in district court.

During law school Haley served as co-president of the student chapter of the ACLU and as a tutor for Elements of Legal Argumentation, Constitutional Law, and Constitutional Rights. She also taught and performed flamenco dance with the National Institute of Flamenco in Albuquerque, NM. Haley earned her B.A. from the University of New Mexico in 2009, double majoring in Dance and Psychology.
