This past fall, Maryland Carey Law welcomed Administrative Judge Carol Baumerich (ret.) as a part-time Professor of the Practice in the Mediation Clinic. Judge Baumerich now provides supervision, mentoring, and support to clinic students, and we are delighted to have her join our clinical education team.
Judge Baumerich retired in January 2025 after a distinguished career as a federal administrative law judge, most recently with the Occupational Safety & Health Review Commission. There, she frequently served as a settlement judge and mediator, earning a strong reputation for resolving complex, significant workplace safety and health disputes through collaborative, interest-based negotiation. Her federal service included facilitating both voluntary and mandatory settlement conferences involving multiple parties, self-represented litigants, employers, labor unions, and government agencies, including the Department of Labor and the National Labor Relations Board.
Prior to her federal appointment, Judge Baumerich spent a decade in private mediation practice and served as a court-designated civil mediator in Baltimore City and Baltimore County, handling a wide range of civil matters.
Judge Baumerich’s breadth of experience is benefiting the students in the Mediation Clinic, who serve as co-mediators with her in a variety of matters including federal and state workplace discrimination matters, small claims cases, and landlord-tenant matters. She supervises students through all aspects of the mediation from intake and convening to mediation and settlement agreements.
According to Professor Toby Guerin, director of the Mediation Clinic, “Judge Baumerich has embraced this role bringing curiosity, energy, and empathy. Although she possesses a great deal of insight and expertise, she is the first to say that she is learning just as much from the students as they are learning from her.” She often comments on the privilege of working with law students on the cusp of their future legal careers.
Judge Baumerich confirms it has been a privilege to work with Professor Guerin and the Mediation Clinic students during the past academic year. She particularly enjoys co-mediating court and administrative cases with the students and engaging in meaningful post mediation debrief discussions with the students, stating, “the mediation sessions and debrief discussions with the students are mutually beneficial, an opportunity for me to share guidance and pragmatic practice suggestions based on my mediation experience and for the students to share their insightful observations and fresh perspectives on dispute resolution.”
