The Gibson-Banks Center produces policy briefs, frequently asked question documents, and other legal research papers that clarify civil rights and other legal protections for racially marginalized groups in various issue areas.  The Center also promotes legal scholarship and multidisciplinary research that examines and addresses racial and intersectional inequalities in systems and institutions at the local, state, and national levels.

  • How Schools Use Reportable Offenses in Maryland (Jan. 2025) - clarifies when Maryland law requires law enforcement agencies to confidentially report to school officials the arrest of students for serious offenses that occur off school grounds, and how school officials must conduct an individualized educational and safety assessment before removing students from schools.

Race & National Security

  • Race and National Security (2023) - edited by Matiangai Sirleaf, Nathan Patz Professor of Law at Maryland Carey Law and affiliated faculty of the Gibson-Banks Center, challenges conventional interpretations of national security by illuminating the underpinning of white supremacy in our social consciousness and focusing on the experience of people who historically have been on the receiving end of racialized state violence.
