Emily is Vice President and General Counsel for the University of Maryland Medical Center’s downtown and midtown campuses.  As a member of UMMC senior leadership and UMMS’s overall legal team, she provides legal and strategic counsel to the Medical Center’s leadership, management, and Board of Directors on regulatory, transactional, and operational matters.

Since 2003, Emily has focused her legal practice on health care law.  From 2009 to 2013, she was a member of the OGC at UMMS, during which time she supported the legal needs of all UMMS hospitals.  Emily also has practiced in the nationally recognized health law departments at the law firms of Baker Donelson, Bearman, Caldwell and Berkowitz (formerly Ober, Kaler, Grimes and Shriver) in Baltimore and Foley and Lardner in Washington, D.C.  In her private practice, Emily has represented hospitals and hospital systems, including academic medical systems, across the country.  Her practice areas have included fraud and abuse compliance, HIPAA privacy and security, Medicare enrollment, and state licensure matters.  Emily is a Chambers ranked attorney and has become a national expert on telehealth, which has behooved her in serving clients and speaking publically across the country. 

After receiving her undergraduate degree from Villanova University, Emily earned her J.D. and Master’s of Business Administration from the University of Maryland in Baltimore.  Prior to entering law school, Emily worked as a Child Life Therapy assistant at the Maryland Children’s Hospital at UMMC.  She is honored to be back at UMMC as its chief legal counsel.
