Robert Percival, professor and director of the Environmental Law Program, addressed the Environmental Protection Agency’s (EPA) efforts to regulate emissions of greenhouse gases from power plants at the Federalist Society's 2014 National Lawyers Convention in D.C. on November 15.
Percival debated Elbert Lin, solicitor general of West Virginia, and Paul Bailey, senior vice president for Federal Affairs and Policy for the American Coalition for Clean Coal Electricity. Robert Sussman, principal of Sussman & Associates and former senior policy counsel to the EPA Administrator and EPA Deputy Administrator, was also on the panel, which was moderated by the Hon. Frank Easterbrook, U.S. Court of Appeals, Seventh Circuit.
