POLICY STATEMENT

Mission

Recognizing the critical importance of intellectual property assets to high technology companies, the MIPLRC has been created to educate entrepreneurs, law and business students, and the community about the legal aspects of IP. The MIPLRC can educate entrepreneurs about, and connect them with, legal service providers. As part of its mission, the MIPLRC also provides legal services, primarily through a law school student-staffed legal clinic, under the supervision of a licensed patent attorney and affiliated faculty and area specialists.

Legal Services

The MIPLRC's primary goal remains legal education, hence only limited legal services may be provided, as agreed upon by the parties and reflected in a client agreement. The MIPLRC Advisory Board and Review Committee will govern the nature of legal services and counseling provided. The Role of the Center

The MIPLRC provides services from its location at the Maryland Technology Development Center (MTDC) in Montgomery County, Maryland. The Center offers academic courses for students at the University of Maryland School of Law, presents workshops and lectures on intellectual property, business formation and other legal issues to start-up high-technology and biotechnology companies, and provides legal information to companies in the MTDC. While programs will expand as the Center matures, the MIPLRC is already functional in its three components: an academic program, a clinical program and a public policy and ethics program.

  • Through its academic component, the Center offers academic courses for credit for law students, and as appropriate in the future may for local attorneys and high-tech business entrepreneurs, scientists or employees of research institutions. The MIPLRC also sponsors workshops and lectures related to intellectual property and other high-tech, start-up issues. Open to the public, these offerings are aimed at researchers and entrepreneurs.

  • Through the Center's clinical component, law students provide basic legal information to individuals and companies and assist them with accessing available legal resources. Using affiliations with nationally recognized law firms, the Center facilitates contact with appropriate legal service providers.

  • Through its public policy component, the Center provides a forum for discussion of ethical and public policy issues related to the biotech industry such as privacy of genetic information, gene patenting and licensing, use of human tissue for research and human subject research and provide information to area startups on relevant legislation pending at the state and national levels.
