In February, the Environmental Law Clinic toured the Patapsco Wastewater Treatment Plant, a facility that is owned and operated by Baltimore City. The Plant treats tens of millions of gallons of residential, commercial, and industrial wastewater every day from parts of Baltimore City and Baltimore, Anne Arundel, and Howard counties. During the tour, a Plant engineer led Clinic student attorneys and staff through the Plantís wastewater treatment process from the beginning, where wastewater enters the facility, to the end, where the treated water is discharged into the Patapsco River. Because wastewater treatment plants can have significant effects on water quality and are regulated under the Clean Water Act, the Clinic regularly represents clients in compliance and enforcement work on wastewater treatment plants around the state. This tour helped student attorneys better understand that important work.
