The Maryland General Assembly began its 423rd Legislative Session on January 10, 2007. The session adjourns 90 days later on April 9.
For the benefit of Members of the Maryland General Assembly and before the start of the legislative session, the Issue Papers are released in December by the Department of Legislative Services. The Issue Papers make up a comprehensive report on the current status of issues since the adjournment of the previous year's session. Issue Papers of the 2007 Legislative Session, a massive 349-page report, is available on on the General Assembly website tucked away under "Everything Else."
This year's Issue Papers contain updates in the following 16 categories: the Operating Budget, Capital Program, Revenue and Taxes, Personnel, Education, Higher Education, Health and Health Insurance, Social Programs, Transportation, Economic and Community Development, Business Regulation, Public Safety, Criminal Law, Civil Procedings, Environmental and Natural Resources, and State and Local Government. The Issue Papers close the information gap created following the conclusion of the prior session, and the publication of two reports on the prior session. Each April, Department of Legislative Services publishes The 90-Day Report, a review of the year's legislative session, and the Sine Die Legislative Wrap-Up, a concise summary of legislative activity during the session.
A weekly update on the status of bills in the current session is provided by the Legislative Wrap-Up, from January 10, 2007 to present, and is available along with the Sine Die Legislative Wrap-Ups, from 1996 to last year, in the Legislative Wrap-Up Index.
