
Biography
Chelsey Moscati is an associate in Gordon Feinblatt’s Environmental & Energy Practice Group. She concentrates her practice in all aspects of environmental law. Chelsey also has experience in financial services and general business litigation.
Environmental Practice: Chelsey has had experience in counseling developers, builders and private companies through the environmental permit process including, the permitting of LNG sites, waste-to-energy plants, energy companies, and critical area and coastal facilities approvals for developers. She has also represented clients before the Office of Administrative Hearings related to lead paint issues and has successfully negotiated settlements. Chelsey has also assisted private companies in obtaining licensing for natural gas and electric brokerage activities. She has also assisted in providing counsel to merchant power generators, large energy users, and energy brokers and suppliers with respect to regulatory proposals for energy suppliers, issues related to rates for large energy customers, and contracts for suppliers and manufacturers. Recently, Chelsey has been heavily involved in representing developers and builders with respect to Maryland's new stormwater management regulations.
Financial Services Practice: Prior to joining the Environmental & Energy Practice Group, Chelsey practiced in the Financial Services Practice Group where she assisted and advised regulated residential mortgage lenders/brokers/originators, sales finance companies, and consumer discount companies with licensing and compliance issues. Chelsey also has experience in negotiating compliance issues with various state regulatory agencies. Chelsey has advised banks and other depository institutions on a wide range of issues relating to deposits including, deposit account agreements, and attachments, liens, and levies. Chelsey also has extensive experience in advising various private companies on the FACT Act Red Flags Rule.
Litigation Experience: Also, prior to joining the Environmental & Energy Practice Group, Chelsey practiced in the general business litigation department for three years representing financial institutions in actions involving various state and federal statutes, including the Uniform Commercial Code, the Maryland Consumer Protection Act, and the Protection of Homeowners in Foreclosure Act, as well as matters involving banking and lending transactions, employment, consumer credit, collections, and estate administration. Chelsey also represented individual and corporate clients in various contract and tort actions; and landlords in summary ejectment proceedings under the Real Property Code. Chelsey has also represented municipalities in multiple tax sale foreclosure proceedings. Chelsey has also appeared before the District and Circuit Courts of Maryland.
Chelsey graduated from the University of Maryland School of Law in 2005. While at the University of Maryland School of Law, Chelsey was a teaching assistant/writing fellow and the Managing Editor for the Maryland Law Review. In 2005, Chelsey was an intern for the Honorable Marvin J. Garbis. From 2001-2002, Chelsey was a paralegal with William H. Murphy, Jr., and Associates and was a summer associate with Gordon, Feinblatt in 2003 and 2004. While working toward her bachelor's degree at Towson University, Chelsey was the Editor-in-Chief of the web-based journal Law Online.
