Karen Stakem Hornig was appointed Deputy Insurance Commissioner in August 2009 after serving as Associate Deputy Commissioner since June 2008. In her role at the MIA, she serves as the Commissioner’s designee for quasi-judicial hearings, heads the agency’s Administrative Unit and leads a variety of special projects for the Commissioner.
Prior to this appointment, she served in the Baltimore City Law Department as Chief Legal Counsel for the Baltimore Police Department and, prior to that, as a Chief Solicitor in the Labor, Employment & Personnel Section. Before joining the City in March 2005, she was with Brown & Sheehan, LLP where her practice consisted of general civil litigation, with an emphasis on employment law, commercial litigation, and corporate transactions.
Ms. Hornig worked in higher education for eight years, serving as a Vice President for Enrollment Management at the College of Notre Dame of Maryland. She began her legal career in the Office of the Attorney General for the State of Maryland, where she represented a variety of state agencies including the Maryland State Department of Education, Maryland colleges and universities, and the Department of Employment and Training.
Born in Cumberland, Maryland, Ms. Hornig was educated at the College of Notre Dame of Maryland (BA) and the University of Maryland School of Law (J.D.). She resides in the Federal Hill neighborhood of Baltimore City.
