Professor Chaney joined the University of Maryland Clinical Program in 2007 and is the instructor for the Low Income Taxpayer Clinic. Prof. Chaney received her J.D. from the University of Maryland in 2002, and her B.S., cum laude, in Marketing from Virginia Commonwealth University.
Following graduation from law school, Prof. Chaney worked in private practice and served as the Operations Director and Legal Advisor for the Baltimore CASH Campaign. From this non-profit work, she gained an appreciation for community based tax and financial empowerment programs. To ensure her students are exposed to the importance of financial support services for community stability, the LITC clinic participates in an off-site partnership with Paul's Place, where students provide a wide-range of tax related legal advice to our university neighbors. Under Prof. Chaney's direction, the LITC clinic has also partnered with Congressman Elijah Cummings to provide tax legal assistance to low-income families and disabled veterans at drop-in clinics around the Baltimore area and with the Maryland State Bar Association to provide brief legal advice to pro se litigants appearing before the U.S. Tax Court. Each of these opportunities gives LITC students the opportunity to work one-on-one with other tax attorneys and legal professionals solving "real world" tax legal issues.
Prof. Chaney is viewed as a leader in personal income tax reform, testifying frequently before the State legislature on the issues of refundable tax credits and the regulation of paid income tax preparers and commercial tax related financial products. Professor Chaney is a member of the National Community Tax Coalition, and serves on the Maryland State Bar Association's Tax Section Council.
