Biography
Robert Means consults on international domestic energy and regulatory policy issues. He has been part of teams advising on energy and regulatory reform in South and Southeast Asia, the Middle East, and the Caribbean and currently is electricity advisor to the State Department’s Iraq desk. Domestically he serves as an expert witness in natural gas and oil pipeline regulatory proceedings before the Federal Energy Regulatory Commission and state utility commissions.
He received an LL.B. magna cum laude and an S.J.D. from Harvard Law School, where he served as Supreme Court and Developments editor for the Harvard Law Review.
He teaches graduate climate courses in the Johns Hopkins Environmental Sciences and Policy and Energy Policy and Climate programs.
