John Greer, Esq.
Dispute Resolution and Negotiation (LAW 620E)
John has extensive skills and experience in all the major areas covered in this course, and he is eager to share his perspective with students in the M.S. in Law program.
Mediation: John is a Member of the National Academy of Distinguished Neutrals. The Maryland Council also certified him as a mediator for Dispute Resolution after a rigorous peer evaluation. He is a roster mediator for the Nuclear Regulatory Commission, Better Business Bureau, Equal Employment Opportunity Commission, Maryland Commission on Civil Rights, Mediation and Conflict Resolution Office of Howard County, and District of Columbia Court of Appeals, as well as ten Circuit Courts in Maryland. He formerly served as a mediator for the National Security Agency and mediated cases for other Intelligence Community agencies.
Arbitration: John is an arbitrator for the Better Business Bureau as well as the Financial Industry Regulatory Authority handling disputes in the securities industry.
Negotiation: As a legislative attorney for the Intelligence Community and then NSA’s Legislative Counsel for a combined 14 years, John successfully negotiated major pieces of legislation. Negotiations involved complex multi-party issues, including those of the Department of Defense, the White House, both Houses of Congress, and private industry.
Dispute Resolution Process Reviewer and Designer: As NSA’s Senior Counsel, John reviewed the Agency’s dispute resolution processes. He designed and implemented an innovative process to quickly and fairly resolve employee complaints about their performance ratings.
Teaching: As an adjunct faculty member at the University of Maryland Carey School of Law, John teaches negotiation and dispute resolution for the Masters of Science in Law program.
A 1987 graduate of the University of Maryland Law School, John received his M.A. in history from Cornell University in 1979 and his B.A. in history from Colgate University in 1977. He is admitted to the Maryland and District of Columbia bars. John retired from NSA in 2013.
