Mr. Portney has been in his present office, Grossbart, Portney and Rosenberg, P.A. located in Batimore City, for the past 19 years practicing primarily Consumer Bankruptcy. His office has filed approximately ten thousand bankruptcies since 1992. Prior to his present practice Mr. Portney worked as an associate attorney in a general practice for Muhl, Dixon, Buettner and Cooper, P.A. from 1986-1997 which was located in Catonsville, Maryland. He represented a diverse group of clients in civil matters including personal injury, workers compensation, wills and estates, driving while impaired, traffic offenses, criminal and family law. From 1986-1988 Mr. Portney also worked for the Office of the Public Defender for Baltimore County as an Assistant Public Defender at the Owing Mills and Towson District Courts. Mr. Portney graduated from the University of Baltimore School of Law in January, 1986 where he attended night school. From 1984-1986 Mr. Portney served as Law Clerk to The Honorable Edward A. DeWaters, Jr., Chief Judge, Third Judicial Circuit and Administrative Judge for the Circuit Court for Baltimore County. Lawyering is a second career for Mr. Portney who also has a B.A. in Secondary Education from the University of Maryland, College Park and a M.A. in Education and Human Development from George Washington University, Washington, DC. Mr. Portney is a former educator who was the Crisis Resource Teacher and Vice-Principal of a private school in Washington, D.C. from 1978-1982, FLOC Learning Center. Mr. Portney was born and raised in Baltimore and attended Baltimore City Public Schools.
