Judicial Fellow Frederic Smalkin

The Baltimore Sun, Associated Press - The U.S. Supreme Court recently invalidated part of the nearly 20-year-old federal sentencing system. The system is still in place, but only as a discretionary guide for judges. Therefore, judges are free to decide for themselves what a fair sentence is.
