Bloomberg News, Bloomberg Radio Mass looting and violence more than three days after Hurricane Katrina are raising questions about the federal government's response. The Federal Emergency Management Agency is now "a backwater agency," said Michael Greenberger, JD, professor at the School of Law and director of the Center for Health and Homeland Security. "They were so focused on terrorism, they sort of took their eye off the ball here."
