The Medicaid program is the foundation that supports health care for the nationís poorest and most vulnerable residents, and the health care safety net on which they depend. Now in its 40th year, this largest and yet most misunderstood of all public programs faces unprecedented challenges to its survival. How these challenges are resolved not only will shape the health care system for decades to come, but also will test the veracity of the commitment on the part of political leaders to the reduction of racial, ethnic, and economic disparities in health and health care.
