Kathryn Christensen Mills serves as the Deputy Director in the Office of Congressional Relations (OCR) at U.S. Immigration and Customs Enforcement (ICE) at the Department of Homeland Security. OCR is the principle liaison between members of the U.S. Congress and the agency, promoting awareness and understanding of ICE operations, national and local programs, policies and initiatives.
Prior to joining ICE, Ms. Mills served as Senior Legislative Counsel for homeland security for Rep. Zoe Lofgren. Ms. Mills also was the Associate Director of the University of Maryland Center for Health and Homeland Security. In this role, she worked with the nation's top emergency responders to develop plans, policies, and strategies for government clients that ensure the safety of citizens in the event of natural or man-made catastrophes. Ms. Mills also served as a legal assistant to Commissioner Danny L. McDonald of the Federal Election Commission.
Ms. Mills received her B.A. in political science from the College of Notre Dame of Maryland. Ms. Mills graduated from the University of Maryland School of Law in 2002 and is a member of the Maryland State Bar Association.
