International Environmental Governance Seminar (3)

This course is an environmental procedural law course designed to equip students with an understanding of environmental governance as an inter-related and reinforcing system of laws, implementing mechanisms, accountability regimes, and institutions.

This course focuses not so much on the substance of environmental norms, which is the concern of most environmental legal education, but rather on the procedural and infrastructural dimensions that must accompany such norms to allow for effective implementation. The course is designed to leave students with a number of proficiencies, including the ability to:

  • Approach environmental law holistically, with the capacity to identify key delivery gaps in environmental legal infrastructure and to construct gap-filling strategies and approaches
  • Shape and inform government regulatory development, priorities, and strategies to enhance efficacy and administrability
  • Understand, anticipate, and explain governance dynamics to private sector clients
  • Inform future legal reform efforts with requisite attention to the importance of procedural mechanisms
  • Break through regulatory incoherence and roadblocks
  • Enhance public/private partnerships and other “soft governance” constructs, and
  • Be leaders in the effort to enhance governance here in the U.S. and in foreign countries
