Maryland Carey Law’s online MS in Homeland Security & Crisis Management Law prepares students to lead their institution’s response to crises with a special focus on the legal, regulatory and public issues associated with it.
Terrorist attacks, pandemics and other crises demand fast, effective responses from governments, medical facilities, educational institutions, non-profits and business.
Crises also require public and private organizations to coordinate successfully with emergency management partners and response teams. Working together, they must navigate swiftly through a maze of organizational structures, laws, regulations, directives, best practices and standard operating procedures.

After completing the first semester of core courses, students will take in-depth survey courses in Homeland Security and Crisis Management in their second semester, followed in their third semester by seminars with Homeland Security and Crisis Management practitioners covering such topics as:
The program culminates in a capstone project in which students focus on a practical challenge in their chosen field under the guidance of a faculty or practitioner advisor.
All courses will be taught by members of the Maryland Carey Law faculty as well as experts from the University of Maryland’s Center for Health and Homeland Security and other practitioners.
