On March 23, 2010, the Maryland Senate approved amendments to Senate Bill 140, the Fiscal Year 2011 Budget Bill, that withhold as much as $500,000 from the University System of Maryland and the University of Maryland, Baltimore. One amendment withholds $250,000 until the School of Law reports on individual cases, clients and expenditures for matters actively in litigation by its Environmental Law Clinic. The other withholds $250,000 more until the University System submits a report on law school clinics operated out of public higher education institutions in other states, describing the criteria used to select the legal cases handled by law school clinics and funding sources of the programs.

On April 2, the Maryland House of Delegates passed an amendment to House Bill 150, the Fiscal Year 2011 Budget Bill, that calls upon the School of Law to submit a report on its Environmental Law Clinic's cases from the past two years, but does not withhold funds from the University of Maryland, Baltimore, or the University System of Maryland.
Differences in the budgets passed by the House and Senate will be resolved by a Conference Committee that meets during the week of April 5.
